Head of the Migration and Citizenship Service of the Ministry of Internal Affairs, Armen Ghazaryan, received the Deputy Ambassador of the Kingdom of the Netherlands to Armenia, Tiemen Kaovenar.

The parties discussed issues related to bilateral cooperation in the field of migration. In particular, reference was made to the support provided by the Netherlands to Armenia regarding the introduction of the voluntary return institute, and the possibility of further cooperation in this field was also discussed.

Issues related to the possibility of starting a dialogue on liberalization of the RA-EU visa regime were discussed.

On the same day, the head of the service also received the French attache for internal security in the South Caucasus, Olivier Lefebvre. Armen Ghazaryan presented for the first time the newly formed system of the Migration and Citizenship Service of the Ministry of Internal Affairs, as well as the current course of reforms.

The issues related to the cooperation of the two countries in the field of migration, possible ways of development were discussed.

Taking into account the positive results of the implementation of the RA-EU readmission agreement, the parties referred to the possible application of the French experience in the field of voluntary return of citizens of third countries from RA. An agreement was reached to include the mentioned issue in future joint projects.

The Migration and Citizenship Service of the Ministry of Internal Affairs has put into circulation a legislative draft on the digitization of the process of obtaining and terminating RA citizenship.

An interdepartmental meeting was organized to discuss the project.

The draft laws "On Amendments and Additions to the Law on Citizenship of the Republic of Armenia" and "On Amendments and Additions to the Law of the Republic of Armenia on State Duties" were discussed with reference to their proposed provisions.

Through the legislative initiative, the Service proposed to increase the effectiveness of the procedures for obtaining or terminating citizenship through the digitization of the administration, which in turn will lead to saving resources, shortening the administration period, as well as improving the quality of services provided to citizens and foreigners.

The Service is assisted by the International Center for Migration Policy Development (ICMPD) with funding from the European Union in the implementation of the digitization program in the field of citizenship.

Head of the Migration and Citizenship Service of the Ministry of Internal Affairs Armen Ghazaryan received the head of the Council of Europe office in Yerevan Maxime Longangué. The scope and preliminary steps of the cooperation programs that started at the beginning of the year were discussed.

Armen Ghazaryan highly appreciated the support and readiness of the CoE office during migration management reforms, especially in resolving problems caused by forced deportations from Nagorno-Karabakh.

Maxime Longangué expressed his readiness to respond to the targeted needs of the Service and discuss targeted solutions and mechanisms.

Deputy Head of the Service Nelly Davtyan noted the importance of the work begun within the framework of the project “Strengthening guarantees for the protection of human rights” in order to develop the capabilities of the Service’s service personnel. The parties agreed to continue collaborating to implement multifaceted solutions in the context of displacement, focusing on the importance of providing public feedback. The importance of the implementation of the Call Center Service was also emphasized, which the Council of Europe also expressed its readiness to support.

Head of the Migration and Citizenship Service of the Ministry of Internal Affairs, Armen Ghazaryan, received the delegation of the European Border and Coast Guard Agency (FRONTEX) on June 6. The members of the delegation, under the leadership of Guillaume de Roquigny-Iragne, the head of the international cooperation department of Frontex, presented the cooperation programs that have already been implemented with Armenia, as well as those that will be outlined in the near future.

From 2022, Frontex is implementing "Technical Assistance Projects for Return, Readmission and Reintegration for Third Countries" (TAP4RRR) in Armenia. The project aims to support third country governments to develop their national referral and reintegration mechanisms, as well as to strengthen their reintegration counseling capacities. Within the framework of the project, it is planned to organize visits to exchange experience in the field of return and reintegration.

The meeting also touched upon the importance of cooperation between Armenia and Frontex within the framework of the possible start of the EU-Armenia visa liberalization dialogue. The directions of cooperation regarding the development of the capacities of the staff of the Migration and Citizenship Service, the border guard service and the police were emphasized. The parties also agreed to work on updating the existing legal bases of cooperation.

On May 6, the head of the Migration and Citizenship Service of the Ministry of Internal Affairs, Armen Ghazaryan, received the delegations of the Arab Republic of Egypt and the European Border and Coast Guard Agency (FRONTEX). Members of the delegation got acquainted with the structure of the Migration and Citizenship Service of the Ministry of Internal Affairs, the migration situation in Armenia, institutional reforms, the digitalization agenda, and changes in migration trends. Issues related to international protection and integration of refugees, the institution of citizenship and stateless persons, as well as issues related to return, readmission and reintegration were also discussed.

According to the head of the service, Armen Ghazaryan, there are opportunities that cooperation between the Republic of Armenia and the Arab Republic of Egypt will be long-lasting, and reforms in the migration sector will have a positive impact on the future joint work of the countries.

During the meeting, members of the Egyptian delegation received answers to all their questions, which mainly related to the organization and approaches to the process of readmission of citizens.
